A 1st gear train 39 which is connected to a rotating shaft 30 which is arranged so that a 1st rolling roll 19 is integrally rotated, a 2nd gear train 42 which is connected to the rotating shaft 30 which is arranged so that a 2nd rolling roll 20 is integrally rotated and a transmission shaft 41 with which the 1st gear train 39 and 2nd gear train 42 are connected and which is rotationally driven with a driving means 32 are provided. By rotating this transmission shaft 41 with one set of the driving means 32, the 1st rolling roll 19 and 2nd rolling roll 20 are mutually, synchronously and rotationally driven in the opposite direction through the 1st gear train 39 and the 2nd gear train 42.
