PURPOSE: To stop rotating of reaper and cut it by one hand by providing a cutter plate rotating around a parallel axis to the center shaft of a rolled paper and, further, providing a paper cutter edge at one side and a paper press member at the other side.

CONSTITUTION: On winding off paper 14 and cutting off it, and holding the paper 14 by one hand and pulling it, the rolled paper 21 is easily rotated and necessary length can be pulled out. Next, on pressing the paper face 12 to a cutter edge 3 with a faint force by manipulation of the paper 14, a cutter plate 2, a pressing member 4, together with the cutter edge 3 are rotated to the same direction around the rotary axis 1 of the cutter plate 2 toward the pressing direction and the pressing member 4 presses the rolled paper 11 and serves not to rotate it. Moreover, can pressing the paper face 12 of the rolled paper 14 on the cutter edge 3, the paper 14 is forced to insert into the groove 5 and diagonally contact the cutter edge 3 having a reversed mountain form 10 while being caught and can be cut easily with a faint force while keeping a neat form according to the shape of the cutter edge 3 not to make the cut edge of the paper 14 irregular.
