This cylindrical rolling bearing 1 includes: an outer ring 11 and an inner ring 12 as steel raceway members having rolling surfaces 11A, 12A; and the steel cylindrical roller 13 brought into contact with the rolling surfaces 11A, 12A and arranged to roll on the rolling surfaces 11A, 12A. The cylindrical roller 13 is brought into contact with the rolling surfaces 11A, 12A on a contact surface 13A as a peripheral surface. The contact surface 13A is plastically machined after hardening treatment, and has hardness higher than the rolling surfaces 11A, 12A by 2 HRC or more.
