Any of rolling bearing parts 1, 2 and 3 is composed of steel at least containing, as alloy elements, by mass, 0.6 to 1.3% C, 0.3 to 3.0% Si, 0.1 to 3.0% Ni, 1.0 to 2.0% Mn and 0.3 to 5.0% Cr, and when tempering is performed at a tempering temperature of 260 to 350°C, the content of retained austenite in the surface layer is ≥10 vol.%.
