PURPOSE: To enable a reeling so that the length of the tube on the outlet side of a reeler is coincident with the target length on the outlet side of the reeler or the target length on the outlet side of a sizer.

CONSTITUTION: An operation controller 5 obtains a target rolling electric power in the reeler and a target revolving speed of a driving motor for a reeling roll in accordance with an elongating length of the tube estimated by its operation controlling part 5a according to an estimation model formula, the target revolving speed is inputted into a motor controller 6 to drive and control driving motors M1, M2 for the reeling roll through the motor controller 6. Further, the target rolling electric power is converted by a torque convertor 5b into a torque and an actual rolling torque is deducted from this converted torque, the deviation is inputted into a draft position controller 7 to drive and control rolling-down motors M3, M4 through a draft position controller 7.
