A rolling roller is rolled to the direction (Y-axis direction) orthogonal to the feed direction of a steel material 20 (X-axis direction), and the steel material 20 is rolled by the rolling roller. The strain caused by rolling is aggregated in both ends in the feed direction of the steel material 20 in the portion rolled by a series of rolling actions of the rolling roller, that is, a strain area 30b and a constriction part 30c are formed.
