To provide a rolling slide member wherein friction torque is low and surface damage is hardly caused even in the case that low viscosity fluid such as water is used as lubricant.
An inner ring 1 for a deep groove ball bearing is provided with a raceway surface 1a as a rolling slide surface at which relative rolling contact or sliding contact occur between the raceway surface 1a and the inner ring 1 and its surface roughness Ra is set to be less than 0.02 m. This raceway surface 1a is finely processed by radiating short pulse laser of 1-5 ps and a plurality of grooves 2, 2, etc. extending in a parallel direction to a rolling slide direction are formed cyclically. The rate of total area of sections in which the grooves 2 are formed to the whole raceway surface 1a is not larger than 100 area%. In an inner surface of the groove 2, fine linear recessed parts and linear projecting parts are formed as alternately repeating stripes by irradiation of the short pulse laser and the linear recessed parts and linear projecting parts extend in a direction orthogonal to the rolling slide direction.
