PURPOSE: To provide an entering/leaving room controlling device capable of securing safety which reads a card to release the locking of an operating panel.
CONSTITUTION: The controlling device is provided with the electric lock 7 of a door, a reading means 4 for reading the judgement data of the propriety of entrance from a first card recording medium 10, and the operating panel 14 which is provided with a through hole 19 inserting the first card medium into the reading means 4, and covers the opening part 18 of a wall near to the door and locks it by a locking means 20 and opens the opening part 18 by releasing locking at the time of maintenance, and releases the electric lock 7 at the time of the judgement of the propriety of entrance based on data read from the first card medium 10, and the locking means 20 is installed on the back of the operating panel 14, and the locking of the locking means 20 is released based on the data read by the reading means 4 from a second card medium 100 on which the data for instructing the releasing of the locking of the locking means 20 are recorded.
