This device has cylinder chambers 22, 23 formed, and is provided with a rotation cylinder member 2 rotating about the rotation axis center O, pistons 3, 4 reciprocating in the cylinder chambers 22, 23 with face contacting with the surface 22a, 22b, 23a and 23b, a piston retention member 5 retaining the pistons 3, 4 and rotating about a rotation center shifted from the rotation axis center O of the rotation cylinder member 2, and a casing containing the rotation cylinder member 2 and the piston retention member 5 and including fluid inlets and outlets. The pistons 3, 4 are retained at a location having a certain distance from the rotation center of the piston retention member 5 and rotatable about the location. A plurality of dimples are disposed on each sliding part between the rotation cylinder member 2, the pistons 3, 4, and the piston retention member 5, and the plurality of dimples are filled with lubricant.
