A rotary kiln for manufacturing uranium dioxide provided with a kiln main body 2 equipped with an inlet hood 3 at one end and an outlet hood 4 at the other end, an inlet side supply pipe 5 for supplying a gasform uranium hexafluoride and steam from the inlet hood side, and an outlet side supply pipe 6 for supplying hydrogen and steam from the outlet hood side, and obtaining solid uranium dioxide from the outlet hood; is characterized in that the inside of the kiln main body is partitioned into a first reaction chamber 2a and a second reaction chamber 2b with a partition plate 9, and the first reaction chamber 2a and the second reaction chamber 2b are communicated with each other by a slit formed by the inner surface of the kiln main body and the outer edge of the partition plate.
