To provide a rotary light emitting device and a wheel using this device, capable of emitting light just by rotating regardless of the amount of wind by rotation.
This rotational light emitting device 2 comprises a housing 4 forming an attachment area 43 in an inner part, a rotating shaft 5 provided at the housing 4 so as to be rotated freely and so that one end may be protruded to the outside of the housing 4, and the other large part of the shaft may be positioned in the attachment area 43, a magnet 6 fitted onto and fixed at a part in an inside of the attachment area 43 of the rotating shaft 5, a coil unit 7 positioned in the attachment area 43, and attached at the housing 4 so as to surround the magnet 6, a light emitting means 8 electrically connected with the coil unit 7, and a weight unit 9 adding weight to the rotating shaft 5 provided at the one end of the rotating shaft 5 so that the rotating shaft 5 may not rotate with the housing 4.
