The rotary valve 20 includes a housing 11; a stem 1 inserted into the housing 11; a plug 8 fixed to a chip of the stem 1 and provided within the housing 11; and a gland packing 5, a first bearing 7 and a second bearing 4 which are disposed within the housing 11 to support the stem 1, the gland packing 5 sealing between the steam 1 and the housing 11. A first O-ring 10 for sealing the first bearing 7 and second bearing 4 from the stem 1 is provided between the first bearing 7 and second bearing 4 and the stem 1, and a second O-ring 9 for sealing the first bearing 7 and second bearing 4 from the housing 11 is provided between the first bearing 7 and second bearing 4 and the housing 11.
