PURPOSE: To obtain a rotating and extruding planter for water grass capable of readily planting the water grass in a place where the water grass is to be planted and planting the water grass with pleasure even by children or women due to its lightweight and easy handleability by a slender columnar structure having no protrusion without damaging or slipping off the water grass due to its ability to nip the water grass with moderate power by rotary motion.

CONSTITUTION: The planter is equipped with a brake rubber cap (2) in the upper part of a hollow shaft (1), a bisected part (3) in the lower part of the hollow shaft (1), a nipping part (4) installed in the bisected part (3), a sliding shaft (5) capable of 'freely rotating within the moving range of a stopper (10) and having free access to the hollow shaft (1)' therein, simultaneously a handle (6) in the upper part of the sliding shaft (5), respectively a guide rail (7) and a bag part (8) in the lower part of the sliding shaft (5) and a nipping part (9) in the bag part (8) and further a stopper (10).
