PROBLEM TO BE SOLVED: To deal with a problem generated by an independently rotating driving power source that is initially rotated by a starting device, and to suppress degradation of the driving force of a vehicle.
SOLUTION: This rotation control device of the driving power source comprises the starting device for initially rotating the driving power source, and an independent rotation control device that is disposed separatedy from the starting device and independently rotates the driving power source initially rotated by the starting device. The rotation control device has a state discriminating means (step S1 or step S11) for discriminating whether or not a function of the independent rotation control device is regulated for dealing with a state when the driving power source is independently rotated with the function of the independent rotation control device, in initially rotating the driving power source with the starting device based on a request for rotating the driving power source, and a driving force control means (step S8, step S12) for discriminating whether or not the rotation control of the driving power source by the starting device is continued, based on a discriminating result of the state discriminating means (step S1 or step S11).
