PROBLEM TO BE SOLVED: To provide a rotor for a wind turbine and a wind turbine.SOLUTION: A rotor 20 comprises a plurality of blades 30 extending in a radial direction and a ring-shaped wing type diffuser 21 connecting outer extremity ends of the blades. The wind turbine 10 further comprises a nacell 41 and fixing means 40 for allowing rotation of the turbine around an axis of a direction crossing at a right angle with a rotating axis line 26. This invention discloses furring means 50 for orienting the turbine to the most-suitable direction according to a condition of wind. The wind turbine device comprises a generator and means for giving an electrical power output. The electrical power output is supplied to a heater device, a local or power transmission network electrical power lower part structure or an energy conservation device. In addition, this invention discloses a method for controlling a level of electrical power taken from the wind turbine and the wind turbine having means for reducing operational vibration induced by a harmonic resonance in the turbine, a tower and a fixing structure.SELECTED DRAWING: Figure 1A
