To obtain a rough coating agent and a surface coating agent for ship bottom paints capable of expressing a strong adhesion to various ground materials such as metals, woods, plastics, concrete or the like, excellent in weatherability, impact resistance, salt resistance and water resistance and, further, excellent in preventing adhesion of shells and algae without peeling off of the surface coating by following extension, contraction and changes of the rough material.
This rough coating agent comprises a powder mixture comprising zinc, cuprous oxide and ultrafine particles of silica and a water soluble curing agent comprising a mixture of a cationic styrene-butadiene copolymer with a cyclohexyl methacrylate copolymer. This surface coating agent comprises a powdery mixture comprising zinc, cuprous oxide and ultrafine particles of silica and a water soluble curing agent containing sodium silicate.
