To reduce total cost by restoring cost in response to moving cost for a driver running on an indicated route and making him/her run in compliance with the indicated route, in a route guiding center and a route guiding method for guiding a running route of a vehicle.

The route guiding center comprises a means for indicating a running route for each vehicle, a means for receiving information of the running route where the vehicle indicated with the running route runs from a base station installed in an arbitrary place of the running route, a means for calculating the restored cost corresponding to the fidelity for the indicated running route based on the received running route information, and a means for providing a point corresponding to the calculated restored cost to the vehicle or the driver driving the vehicle.
