PROBLEM TO BE SOLVED: To provide a route search device capable of efficiently searching for a route while avoiding a passage avoidance area having a complex shape as a geographical area.SOLUTION: A navigation device NV for searching for a vehicle route includes: an interface 1 for acquiring passage-prohibited zone data indicating a passage-prohibited zone in which vehicle movement must be limited; a setting unit 2 for setting, on the basis of the passage-prohibited zone data, a rectangular range including the passage-prohibited zone and at least part of its outer edge adjoining the zone from the inside; a dividing unit 3 for dividing the rectangular range into a plurality of divided ranges; a determination unit 4 for determining, on the basis of each divided range, whether there is an overlap in each of the divided ranges between an area corresponding to any of the divided ranges and the passage-prohibited zone; and a search unit 5 for performing a search by excluding a road, etc., present in the area corresponding to the divided range in which it is determined that there is an overlap from a candidate, or by ensuring that the road, etc., will not be part of the route relatively to other roads, etc.
