To ensure a high transmission rate by selecting space transmission channels or wired lines for the transmission based on channel status information of a transmitter side received by a channel information reception section so as to efficiently use the space transmission channels.
A router 10 transmits a test signal to a router of an opposite party by way of a space transmission channel H0 (H1) from a test transmission section 12 via a high speed channel I/F 14 periodically. On the other hand, a test signal reception section 16 receives a test signal sent with data through the space transmission channel H1 (H0) from the router of the opposite party. A channel information transmission section 17 counts number of the test signal received within a prescribed time and discriminates the channel H1 (H0) to be open when number of the test signals arrived within a prescribed time decreases to 30% or below. Then an instruction is given to a path changeover section 13 to send data from the network through a line L0 (L1) via a low speed line I/F 15.
