To obtain a rubber composition for coating a steel cord, which improves steering stability, low fuel economy and durability in good balance and suppresses corrosion of a steel cord to be coated and a tire having a belt or a breaker obtained by coating a steel cord with the same.

The rubber composition for coating a steel cord comprises 100 pts.wt. of a rubber component, 4-15 pts.wt. of silica, 4-15 pts.wt. of a phenol resin and/or a modified phenol resin, 0.5-10 pts.wt. of a partial condensate of hexamethylolmelamine pentamethyl ether and/or a partial condensate of hexamethoxymethylolmelamine and 0.1-1.0 pt.wt. of an organic thiosulfate compound and/or a citraconimide compound.
