There is provided a rubber composition for coating a steel cord, comprising a rubber wet master batch obtained by using at least a filler, a dispersing solvent and a rubber latex solution as raw materials, a sulfenamide-based vulcanization accelerator represented by general formula (1) and an inorganic metal compound comprising a thirteenth group element. (In the formula, R¹ is H, 1-10C linear alkyl or 3-10C branched alkyl; and R² is 1-10C linear alkyl or 3-10C branched alkyl).
