To provide a rubber-steel cord complex which sufficiently reduces mixture of adhesion promoter and sulfur in coating rubber, while keeping good adhesion, and to provide a pneumatic radial tire using the same as a reinforcing layer.

The rubber-steel cord complex forms a layer twisting steel cord or multiple twisting steel cord by twisting a plurality of sheath filaments and sheath strands, around a core made by coating or filling rubber (A) around and in a clearance of one or more core filaments or core strands. Coating rubber (B) containing the adhesion promotor is coated on an outside surface of the layer twisting steel cord or the multiple twisting steel cord, and coating rubber (C) is further coated. The content of the adhesion promotor in the coating rubber (B) is more than the content of the adhesion promotor in the filling rubber (A) and the content of the adhesion promotor in the coating rubber (C).
