In a device which imparts ruggedness by forcing a sheet-like article to pass through between two rollers with ruggedness, the roller having ruggedness on its surface which is used for the device is manufactured by overlaying a plurality of round shaped plates having ruggedness on the outer periphery, and a free-thickness spacer is provided between the round shaped plates. This device can manufacture an excellent cushioning material and ruggedness work having various patterns and a predetermined pattern by using more than two types of ruggedness, can put a cut in the ruggedness work and cut it in a constant width by allowing the spacer to have a cutting function, and combines a mechanism for controlling a temperature of the roller in order to make ruggedness forming in a thermal deforming material sufficient and a mechanism for preventing bending caused at the time of ruggedness work. Furthermore, a product in which ruggedness is imparted and a characteristic of product, ruggedness effect is positively utilized is provided.
