A rust-proof cover for a lower fixing bracket includes a resin cover body 2, and fastening means 30 for fixing the cover body to a lower part of a safety wire. The cover body comprises a cylindrical upper cylinder 5 that is brought into close contact with an outer surface of the lower part of the wire, and a lower umbrella part 10 that is expanded like an umbrella downward in such a manner that lower and upper openings of the upper cylinder are integrated together in the state of communicating with each other. The fastening means fastens and fixes at least the upper cylinder in the state of bringing it into watertightly close contact with an outer surface of the lower part of the wire.
