To allow a prompt and certain safety confirmation operation using entrance and exit information which is managed by an entrance and exit management system even when a function of the entrance and exit management system is stopped due to power interruption, etc. by a disaster.SOLUTION: An entrance and exit management system generates and manages entrance and exit information by a center device 10 based on user identification information of an IC card read by a card reader 18 for entrance and exit, etc. A plurality of safety confirmation terminals 24 are connected with the center device 10, and the entrance and exit information of the center device 10 is updated and recorded constantly without delay or for every predetermined period. The safety confirmation terminal 24 generates entrance and exit information obtained by adding information showing evacuation situations of persons in a building to the entrance and exit information recorded at the time in a disaster when the safety confirmation terminal 24 is taken out by disconnecting the connection with the center device 10. In addition, the safety confirmation terminal 24 collects the entrance and exit information from one or more of other safety confirmation terminals to be merged with the entrance and exit information of itself, and generates the entrance and exit information including the information showing the evacuation situations of the persons in the building to be displayed.SELECTED DRAWING: Figure 2
