A passenger conveyor including a step sequence 2 for transporting passengers in one direction by moving in endless circulation, and gateways 4, 5 for making the passengers get on and off includes: a light sensor 17 that detects retention when persons more than a predetermined number are retained at the gateways 4, 5; and a control means for regulating the operation of the step sequence 2 when the light sensor 17 detects the retention. The control means decelerates the moving speed of the step sequence 2 after a prescribed time elapses after the light sensor 17 detects the retention, and performs control for stopping the movement of the step sequence 2.
