To bring the movement of a binding arm to an emergency stop as to a tape binder which binds by the movement of the binding arm an article with a tape stretched between the biding arm and a tape holding base.

This tape binder performs a series of cycle action: a tape 1 is paid off from a binding arm 3 to a tape holding base 2; when a start switch is turned on, a motor is driven to start the binding arm 3 at a standby position; the binding arm 3 touches the tape holding base 2 to bind an article to be bound with a tape 1; and after binding, the binding arm moves away from the tape holding base to return to the waiting position, which is detected by a completion switch and the switch stops the motor. A safety switch 55 is provided at an appropriate position, and by operating the safety switch, the motor can be stopped at any time of the cycle.
