Cross lines 8 are fitted on the front end side and rear end side of the lower end part of any rib at a suitable position among the plural ribs 4, and the lower end parts of the plural cross lines 8 are suitably gathered and linked to control lines 9-12. Then, the lower end parts of the control lines 9-12 are fitted to left and right handles 13 and 14 to be steered.
