To provide a sales promotion system allowing a maker to offer effective customer attraction support measure to an merchandise dealing shop by using consumer information and to easily collect a customer attraction result.

A consumer carries a portable storage medium, while a server is provided with a consumer information database, a dealing shop information database, a means transmitting shop information, a shop ID number, and an electronic coupon to a mail address registered in the consumer information database, and a registration means registering the shop ID number and a consumer ID number associated with each other in the consumer information database in receipt of the information from a communication terminal at the merchandise dealing shop. On the consumer side, a communication terminal and a writer registering the received shop ID number and electronic coupon in the portable storage medium are arranged. A reader for the portable storage medium and the communication terminal transmitting the read consumer ID number and the shop ID number to the server are arranged at the merchandise dealing shop.
