To provide a sampling device which can sure collect sample soil at a target ground depth with proper working efficiency, and a columnar improvement apparatus with the sampling device.

In a pipe-like body 3 with both opened ends, a partition plate 4 provided in the pipe-like body 3 can be moved between one end and the other end in the pipe-like body 3. The sampling device 1 moves the partition plate 4 to the other side of the normal-rotation-direction side of a rod 11 during the rotation of the rod 11, and opens the rotation-direction side of the rod 11. When the rod 11 is rotated to agitate the ground, the sample soil 7 enters into the pipe-like body 3 from the rotation-direction side of the rod 11. The rod 11 is reversely rotated at the depth of the collection of the sample soil 7, so that the partition plate 4 can be moved while the sample soil 7 put into the side of normal rotation is pushed out backward as the sample soil 7 enters the pipe-like body 3 from the side of reverse rotation. The sample soil 7 collected in the pipe-like body 3 during the normal rotation is discharged, and the sample soil 7 at a necessary depth is collected into the pipe-like body.
