To provide a sand bag-shaped water absorbing body capable of quickly absorbing moisture content from the surface thereof to have fast expansion speed and having uncollapsability due to high frictional resistance on the surface bringing bags into contact with each other when the bags are piled up in a multistage state.

A predetermined number of thin paper made-small bags 2 filled with fibrous high hydroscopic polymer so as to have a quantity of expansion set in advance are stored inside of the sand bag-shaped bag 1, a base fabric constituting the sand bag-shaped bag 1 is made of a woven fabric 3 woven of polypropylene strip threads in the shape of a plain fabric, polyester nonwoven fabrics 4 are lapped on the back side, and part of fibers of the nonwoven fabrics 4 is entwined round the whole surface of the base fabric so as to project thereto by a needle punching to make it as the integrated sand bag-shaped water absorbing body. By a good capillarity action resulting from the fibers of the nonwoven fabrics projected to the approxivately whole surface of the base fabric, water is quickly infiltrated through a layer of the nonwoven fabrics on the rear side of the base fabric, and the surface of the bag is hard to slide because of having high frectional resistance to have uncollapsability when the bags are piled up in stages.
