A method for producing toilet paper (sanitary tissue paper) has a napping step 16 in a log-producing process. The napping step 16 uses rollers (friction elements) 17 and 18 having needles (projections) N on their outer surfaces 17a, 18a to contact a surface S1 of a raw fabric 2 (a sanitary tissue paper material) and uses rollers 19 and 20 having the needles N on their outer surfaces to contact a surface S2 of the raw fabric 2. The raw fabric 2 is carried in the direction of the arrow mark, the rollers 17, 18, 19 and 20 are rotated and rub the surfaces S1 and S2 and fibers 3 of the surfaces S1 and S2 are cut partially and napped.
