PROBLEM TO BE SOLVED: To enhance the efficiency of satellite communication of a mobile station.SOLUTION: A mobile station transmission unit 31 transmits mobile station parameters and position information to a fixed station 2. On the basis of the mobile station parameters and position information received by a fixed station reception unit 21, a communication parameter determination unit 22 determines communication parameters including at least one of frequency, modulation method, transmission speed, and error correction method that are to be used for data communication by a mobile station 3. A mobile station setting unit 32 performs setting of data communication on the basis of the communication parameters received by a mobile station reception unit 33. A satellite setting unit 42 performs setting of data communication with the mobile station 3 on the basis of the communication parameters received by a satellite transmission/reception unit 41.
