To provide a scrap chopper in which liners for adjusting the peripheral positions of knives are difficult to be pressed and the knife-edges are hard to be broken.

In the scrap chopper, plural knives 1, 2 are mounted on the outer peripheries of a pair of synchronously rotating columnar holders so that the knife-edges are meshed with each other. With each knife 1, a liner 3 for adjusting the peripheral position of the knife is applied to the base part of a knife-edge face 1b for the knife to be fixed in a recessed pat of the holder. The mounting position of the liner 3 and the angle of the knife-edge of the knife 2 are determined so that the distance B from a point 10x on the outer periphery of the holder touching the liner 3 up to the middle part of the top face 2c of the mating knife 2 is shorter than the distance A from the end part 3x on the outer side of the liner 3 up to the knife-edge 2a of the mating knife 2 meshing with the knife 1 to which the liner 3 is attached, when the knives 1, 2 mesh with each other.
