PURPOSE: To prevent a scrap from tangling with other bodies and being broken, by coiling the scrap delivered from a guide cylinder into laminated layers on the inner peripheral surface of a coiling drum while pressing the scrap in the state of equilibrium with its centrifugal force.

CONSTITUTION: A scrap 1 delivered from the free end of a guide cylinder 5 to the inside of a coiling drum 9 is bent along the inner peripheral surface of drum 9 to be in contact with the surface, and is rotated while being in tight contact with the surface by a centrifugal force of the drum 9 and an elastic force of the scrap, and is gradually coiled in succession into laminated layers toward the revolving center of the drum 9. The drum 9 is provided with a continuous inclination so that the inner diameter of inner peripheral surface is small at its upper part and large at the lower part, therefore the coil of scrap falls to the inside of a receiving drum 7 when the drum 9 is stopped after finishing the coiling of scrap 1 because the drum 9 loses its centrifugal force simultaneously with losing the frictional force between the scrap 1 and the inner peripheral surface.
