To provide a scrap preheater equipped with a dust collector which reduces the labor and cost of cleaning a duct or a device at the rear stage of the scrap preheater, and which makes an operation shutdown time of a steel making arc furnace short.

A scrap preheater 3 of an arc furnace for making steel is equipped with a dust collector 4 which is provided near this scrap preheater 3 to introduce exhaust gases from the scrap preheater 3 through a duct 5 and eliminate dust, oil content, etc., in these exhaust gases. The duct 5 is inclined so as to be low toward the dust collector 4 side, and also a dust collecting hopper 10 of the duct 5 and the dust collector 4 is heated by a heating medium. The exhaust gases from the scrap preheater 3 are led into the dust collector 4, in which oil or the like and mist are eliminated. The exhaust gases from which the oil content and the mist are eliminated are led into a combustion tower through the duct 4a. The oil content does not stick to the inner surface of the duct 5 which is to be heated and to the inner surface of the dust collecting hopper 10, so as not to cause any blockages.
