PURPOSE: To prevent a scrap from jumping out to the winding outlet side as well as to aim at improvement in take-up efficiency, by installing at least one auxiliary tension roller, existing in the outlet side of a winding drum and being rotated together with rotation of this drum, and forcibly pressing it to the winding drum.
CONSTITUTION: An auxiliary tension roll 18 having barrel length almost equal to that of a tension roll 6 is proximately set up at the scrap winding outlet side between a winding drum 2 and the tension roll 6 at a proper clearance with the tension roll 6. In this auxiliary tension roll 18, its central part is supported on one end of a pair of levers 19a and 19b being supported at both ends of a shaft 9 of the roll 6 free of rotation via a bearing, and each other end of these levers 19a and 19b is connected to cylinders 21a and 21b attached to an arm 8 of the tension roll 6. With this constitution, the auxiliary tension roll 18 is tilted to some extent along an outer circumferential profile of a winding scrap 17a and forcibly pressed by this winding scrape 17a so that the scrap is preventable from jumping out.
