PROBLEM TO BE SOLVED: To provide a seal device 6 for axially shielding an annular space radially opposed between a sleeve 5 attached to a penetration hole 4 of a wall 2 and a pipe 3 inserted into the sleeve 5, capable of improving sealing performance as much as possible when a high pressure load is applied while allowing axial and radial relative displacements of the pipe 3 to the wall 2.SOLUTION: A seal device 6 includes: an extension cylinder 10 coupled to a sleeve 5 so as to be adjacent to the sleeve 5 in an axial direction of the sleeve 5; an outer cylinder 21 arranged in a state of being separated from the extension cylinder 10 in an axial direction of the extension cylinder 10; a cylindrical elastic seal cover 30 arranged to cover a separate region in axially opposed parts between the extension cylinder 10 and the outer cylinder 21, and having an axial one end side (31) fixed to the extension cylinder 10 and an axial other end side (32) fixed to the outer cylinder 21; an inner cylinder 22 provided concentrically with the outer cylinder 21 via an annular plate 23 and arranged proximate to an outer circumferential surface of a pipe 3 in a noncontact manner; and an elastic seal 40 interposed in radially opposed parts between the inner cylinder 22 and the pipe 3 in a state of being expanded radially inward and outward.
