The dimension of a clearance among a lower cylinder 17B, a vane 20B, a rotary shaft 4 of the lower cylinder 17B, and an orthogonal direction is a, and the dimension of a clearance among a roller 19B, the rotary shaft 4 of the lower cylinder 17B, and an orthogonal direction when the roller 19B approaches the lower cylinder 17B most is b.
