To effectively restrain tightening of the chest part of an occupant by a shoulder belt by preventing transferring of a load from a lap belt to the shoulder belt.
A portion of a belt 2 on one end 2a side from a tang 3 is penetrated through a hole 4a of an anchor plate 4 and bent and folded according to the sectional shape of the anchor plate 4, and the end is connected and supported by the tang 3, accordingly forming two of first and second lap belts 2d1, 2d2 which are overlapped with each other. A load by inertia of the lower back of the occupant is dispersed and supported by these lap belts 2d. Since only a tensile force acting on the first lap belt 2d1 acts on the shoulder belt 2c from the lap belt 2d, a tensile force acting on the shoulder belt 2c is smaller than the conventional ones. Thereby, since a force for tightening the chest of the occupant from the shoulder belt 2c is reduced, pressure onto the chest of the occupant by the shoulder belt 2c can be effectively relaxed.
