This secondary battery with a gel electrolyte comprise a positive electrode, a negative electrode in which a carbon material that stores and discharges lithium is used as an active material, and a high molecule gelled electrolyte. As the carbon material those may be used which satisfies the following conditions: (1) oxygen content amount ≥0.05 wt.%, (2) amount of xenon type oxygen ≥20 μmol/g, and (3) all acid degree ≥20 μeq/g.
