To provide a secret information carrier with a semiconductor device having RFID function excellent in confidentiality of information, in which read and rewrite of information by a third person is difficult, and an illicit action by the third person can be confirmed.
The secret information carrier 10 comprises a first base material 14 having an RFID device 11, a second base material 16 stuck to the first base material 14 through a first adhesive member 15, a second adhesive member 17 and a third adhesive member 18, which are mutually stacked. The first adhesive member 15 is formed of a hardly releasable or non-releasable laminated film, and the second adhesive member 17 and the third adhesive member 18 are formed of laminated films releasable but not re-applicable after released. A slit 19 extending through the first base material 14, the second adhesive member 15, the second base material 16 and the second adhesive member 17 is provided so as to enclose the RFID device 11. The RFID device 11 has an antenna within the slit 19, and a conductive part connected in parallel to the antenna over the slit 19.
