To surely distribute the secret security information to only the users who want the relevant information by using a security information writing means which writes the security information via a recording means that records the information to a portable recording medium carried by the user who is decided as a proper user by an authentication means.
An identification information authentication means 13 collates the identification information on the fingerprint of a user, etc., that is peculiar to an individual with the user identification information that is stored in a storage means 15 in a registering procedure to decide the correctness of the user and to send this decision result to a security information management means 16. The means 16 decides the result of the authentication procedure and sends the security information which, is held by another specific means to a security information writing means 14 after a proper user is decided. The means 14 writes the received security information into an IC card of the user via an IC card writer 2.
