To detect setting inconsistency and to present a countermeasure plan for dissolving the inconsistency even when the settings of any security function are wrong when a plurality of security functions are applied to a management object network system.

An input/output apparatus 200 receives setting information items of a plurality of security apparatuses. A setting information analysis means 110 reads a setting information analysis algorithm in response to a combination of the received setting information items from an analysis system DB 120 to detect the inconsistency among the setting information items. A countermeasure plan generating means 130 reads a countermeasure plan generating algorithm in response to a combination of the setting information items and the setting information analysis algorithms from a countermeasure plan generating system DB 140 to produce a countermeasure plan. In this case, the countermeasure plan generating means 130 respectively generates correction methods in the case of assuming the presence of an error in each of the setting information items, and allows the input/output apparatus to display the generated countermeasure plan.
