A mobile phone 1 is provided with two kinds of emergency buttons A and B. When A is operated, an alarm is sent to a guard center 2 with sounding, but when B is operated, an alarm is sent to the guard center without sounding. The user, therefore, sends the alarm by pressing the button B without troubling a neighbor or letting a third person notice, and communicates with the guard center 2 by using a voice telephone call, a TV telephone call, and further a GPS function to let an operator 21 of the guard center 2 grasp the scene situation more accurately and request dispatch of a guard 22 at need.
