To detect a fact that unauthorized card data and an unauthorized password number are inputted at a security center.

A card data judging part 3 instructs a device to examine whether or not the card data 10 read by a card reader 1 and a password number 11 inputted from an input part 2 are preliminarily registered. A registration card data examination part 4 examines whether or not the card data 10 and the password number 11 are registered by retrieving a registration part 5 in which plural pieces of card data 10 and the password number 11 corresponding to the respective pieces of card data 10 are preliminarily registered by an instruction of a card data judging part 3. When the card data 10 and the password number 11 are not registered as an examination result, abnormality is reported to the security center by the card data judging part 3. The information of abnormality to the security center is performed by comparing occurrence frequency of a situation about which abnormality is to be reported and a reference value preset in a system data part 7 and judging from a comparison result.
