This seedling transplanter having the seedling transplanting floats of the center float and side floats at left and right both sides and also having soil-preparing rotors of a center rotor 9A and side rotors 9B at the front side of each of the floats is characterized by having a constitution of maintaining and controlling the transplanting depth as constant by lifting up and down the seedling-transplanting device by the up and down movements of the center float, and also rotating the rotation of the center rotor 9A by a higher speed than that of the side rotor 9B.
