To provide a seismic isolation device that can add an origin return function, a fail-safe function, and a lock function to a seismic isolation structure, and provide a seismic isolation structure provided with the same.SOLUTION: A seismic isolation device 10 provided in a seismic isolation layer 16 between a superstructure 12 and a substructure 14 includes a cable 22 whose one end is connected to the superstructure 12 and extends in the horizontal direction, a jack 24 that can engage with the intermediate portion of the cable 22 to apply tension to the cable 22 and can pull the superstructure 12 via the cable 22, and a reaction force mount 26 for fixing the jack 24 to the substructure 14, and a cushioning portion 28 provided on the other end side of the cable 22.SELECTED DRAWING: Figure 1
