To make it possible to obtain a sufficient base isolation effect by coping with a bending resistance of an anchor bolt using a through hole of foundation, thereby facilitating very inexpensive construction(installation).SOLUTION: Upper and lower sides base isolation section 11, 21 are provided with upper and lower sides of a foundation 1. The upper side base isolation section 11 has structure where a first annular attenuation material 14 is joined between a first upper washer 12 and a first lower washer 13, and an anchor bolt 2 penetrates center holes 12a, 13a, 14a of the first upper side washer 12, the first lower side washer 13 and the first attenuation material 14. Inner diameters of the center holes 13a, 14a of the lower side washer 13 and first attenuation material 14 are approximately equal and have a large diameter than the center hole 12a of the first upper side washer 12. Inner diameters of center holes 13a, 14a of the first lower side washer 13 and first attenuation material 14 are approximately equal to an inner diameter of a lower side hole part 1ab of a through hole 1a of the foundation 1. Inner diameters of center holes 22a, 24a of a second upper washer 22 and second attenuation material 24 are approximately equal and have a large diameter than an inner diameter of a second lower side washer 23.SELECTED DRAWING: Figure 1
