To make it possible to more appropriately provide information regarding properties that are candidates for base station installation locations.SOLUTION: A selection device includes: a receiving unit that receives property information, which is information about properties, base station information, which is information about a base station, and quality information, which is information about communication quality of communication provided by a telecommunications carrier; a selection unit that selects a candidate property which is a candidate for the installation location of the base station from among the plurality of properties based on the property information and the base station information; a priority setting unit that, when a plurality of candidate properties are selected, sets a priority level in association with each of the candidate properties based on the quality information; and an output unit that outputs candidate property information, which is information about the candidate properties, by including the priority levels in it.SELECTED DRAWING: Figure 2
